Residents who live within the boundaries of the Genesee Valley BOCES region will have the opportunity to vote on a proposed Capital Improvement Project on Tuesday, June 9, 2026.  This is the first project since 2005 and only the second capital project undertaken by BOCES since the merger in 1994.  The project is designed to address critical building maintenance and infrastructure needs while expanding educational spaces to support growing Career and Technical Education (CTE) and Special Education programs across the region.

Why the Project is Needed Now

The proposed project comes at a critical time for Genesee Valley BOCES facilities and programs.  A recent New York State Education Department-required Building Condition Survey identified significant infrastructure and maintenance needs throughout BOCES buildings. Many systems and building components are now at or beyond their expected lifespan.

Critical maintenance needs include:

  • Mechanical system improvements and energy efficiencies

  • Replacement of more than 45,000 square feet of roofing

  • Replacement of 54+ Heating, Ventilation, and Air Conditioning (HVAC) units

  • Brick and lintel repairs

  • Safety and infrastructure upgrades across campuses

Many of these facility needs have not been comprehensively addressed since the last Capital Project 20 years ago.

Growing Student Enrollment & Program Demand

Genesee Valley BOCES has experienced significant growth in student enrollment and program demand over the past several decades while facility space has remained largely unchanged.

Since the organization’s last major capital project in 2005:

  • Career and Technical Education (CTE) enrollment has increased by approximately 35%

  • Special Education enrollment is currently at a 10-year high

  • Additional educational programs have been developed to meet regional workforce and industry needs.  For example, programs such as Diesel Technology, Emergency Medical Technician, and Electro-Mechanical Trades, to name a few.

The proposed additions and renovations would provide updated learning environments and additional instructional space to better support students, staff, and expanding educational programs.

BOCES continues to develop programs aligned with local workforce demands, helping students gain the skills needed to live, work, and succeed throughout the Genesee Valley region.

Project Priorities

Critical Maintenance & Infrastructure Improvements

  • Roof replacements across multiple campus buildings totaling approximately 45,000 square feet

  • HVAC and mechanical system upgrades and replacements, including more than 54 rooftop units that have reached the end of their service life

  • Masonry and lintel repairs

  • Entrance canopy improvements

  • Replacement of outdated public address and clock systems

  • Infrastructure, paving and drainage upgrades

  • Energy efficiency improvements

  • Long-term facility preservation and modernization projects

Site & Safety Improvements

  • Redesigned parking lots and bus drop-off areas at the Batavia and Mount Morris campuses

  • Improved traffic flow and pedestrian circulation

  • Separation of bus, vehicle, and pedestrian traffic patterns

  • Upgraded entrances for students, staff, and visitors

  • Drainage and site improvements

  • New pavement and resurfacing projects

  • Improved campus accessibility and circulation

Academic Program Enhancements

  • Expanded instructional space to support growing student enrollment

  • Additional classroom and office space

  • Expanded shop and lab areas for hands-on learning

  • Renovations and expansion of high-demand programs, including Cosmetology

  • New and expanded spaces for Metal Trades, Power Sports, and Diesel Technology programs

  • Improvements designed to support modern educational and workforce training opportunities

  • Additional on-campus learning space to reduce reliance on leased off-site classrooms

Who Benefits?

Approximately 1,700 students attend Genesee Valley BOCES programs daily, making BOCES the second-largest K-12 educational institution in the region. In addition, Genesee Valley BOCES serves 500 adult learners annually.  

How is it funded?

The total cost of the project is $42,885,649. New York State BOCES Aid is expected to cover approximately 71.51% of the cost, funding the majority of the project. The remaining 28.49% will be shared among the 22 component districts within Genesee Valley BOCES, with each district’s contribution based on average daily attendance. The project will have no impact on 2026-27 school district budgets.
